Italian investors are interested in investing in construction in PPP projects. This was discussed at a meeting of representatives of the Italian Association of Builders (ANCE) with the leadership of the National Agency of Investment and Privatization, which took place on September 20, 2018 in NAIP.
The participants of the meeting were Ambassador of Italy to the Republic of Belarus Mario Giorgio Stefano Baldi, Deputy Ambassador of Italy to the Republic of Belarus Paolo Tonini, Vice-Chairmen of ANCE Domenico De Bartolomeo and Francesco Berna, Diplomatic Adviser of the Italian Foreign Ministry Vincenzo Ercole, Chairman of the Chamber of Commerce, Director General of the Republican Association of Road Organizations Belasdor Pavlovsky Tadeush and Head of the Department for the Development of Highways of the Ministry of Transport and Communications Tatiana Zhukova.
At the meeting, the parties discussed the current development of PPP in the Republic of Belarus and the quest of new projects, opportunities and prospects for foreign investors on the territory of the Republic, as well as exchange of experience in implementing similar projects between the two countries.
Denis Meleshkin, Acting Director of NAIP, presented the first pilot project, which is currently at the stage of approval by government and is awaiting the start of a tender procedure for investor finding.
"I would like to start with our first PPP pilot project - Reconstruction of the section of the M-10 highway. To date, the project in the most active phase of preparation. The amendments to the PPP law of 2015, which come into force in February 2019, are designed to simplify existing procedures, expand the scope and mechanisms of interaction, as well as guarantee to a private partner, " NAIP Acting Director Denis Meleshkin said.
In continuation of the theme of construction and reconstruction of roads in Belarus, Tadeush Pavlovsky, General Director of the Belasdor Republican Association of Road Organizations, drew attention to another PPP project - the construction of a main street in Gomel with a length of 41.35 km, taking into account the construction of a bridge across the river. Sozh and five overpasses, which also requires investments from a private investor.
Within the framework of the meeting, ANCE Vice-Chairman Domenico De Bartolomeo expressed interest in participating in the tender for the implementation of the M-10 highway reconstruction project, which will be held at the EBRD headquarters in London. "To date, we have a lot of experience in implementing similar projects in our country and are happy to share it with our colleagues from Belarus," he said. “We will closely follow the announcement of the tender start for the M-10 project."
Following the meeting, the parties signed a memorandum on further cooperation and bilateral interaction on of development and implementation of PPP projects.
