On March 21, 2024, the National Agency of Investment and Privatization took part in the UNECE and UNCTAD conference on financing for sustainable development – “Implementing sustainability focused normative tools”.

This event is the final stage of the UNECE and UNCTAD initiative in the context of the UN Development Account project “Towards integrated national financing frameworks”. It was held in a hybrid format, NAIP participated online.

First Deputy Director of NAIP Dzmitry Berazouski shared a Belarusian experience in conducting trainings and evaluation of public-private partnership (PPP) projects from the perspective of the “PPP for SDGs” approach.

The aim of the project initiated by the UNECE is to explore practical tools for diversifying sources of financing for projects aimed at achieving Sustainable Development Goals. The UNECE consistently promotes the PPP as one of such tools. For this purpose, the UNECE has developed the so-called “PPPs for the SDGs” approach. The PPP projects prepared and implemented using this approach not only create “value for money” (as traditional PPPs) but also create “value for people” and “value for the planet”, therefore supporting countries to achieve the SDGs. The UNECE have also developed a special evaluation and rating system (called PIERS) to evaluate the compliance of the PPP projects with the SDGs.

In 2023 in Belarus with the support of the Ministry of Economy and the PPP Center of NAIP, the UNECE experts conducted training on the application of the “PPP for SDGs”. 8 PPP projects initiated by regional public authorities was selected and evaluated using PIERS.

Addressing a conference Dzmitry Berazouski emphasized the universality, accessibility of application and objectivity of the PIERS. He said that using the approach and the evaluation system allows to identify such important aspects of a project that initiators may not have thought about. ‘Also it increase the attractiveness of the PPP projects for businesses and financial institutions, which share the values of the SDGs’, said Berazouski.

The event was attended by representatives of Azerbaijan, Moldova, Montenegro and other countries that also plan to evaluate their PPP projects with the support of a UNECE team of experts.
